PARCEL - Participatory Communication Activities on E-Learning

The project aims at complementing the dissemination activities of the two Networks of Excellence (NoE) on e-learning – KALEIDOSCOPE & PROLEARN with complementary communication activities.
These activities are referred to new target groups, not considered by the two NoE: non-profit organizations, and users of e-learning.

The communication activities are interdependent feedback rounds and roundtables. On the one hand, these aim at reaching additional target groups, on the other hand, they stimulate the further development of e-learning tools by giving valuable hints on how the usability of e-learning tools can be improved.

The communication activities are conceived as pilot activities. When successful, they offer good practice for similar Integrated Projects and Networks of Excellence.

Projects aims
The overall objective of the project is to set up local and regional pilot communication activities on technology enhanced learning (“e-learning”) with non-profit organizations on Networks of Excellence (NoE)’s initiatives, tools and findings.

By these activities the PARCEL project intends to:
-raise awareness among actual and potential Network of Excellence,
-bring research closer to society by involving local and regional actors into development processes,
-bringing researchers, scientists, developers and civil society actors together in order to construct dialogues on issues arising from the activities of these two NoEs,
-stimulate the further development of e-learning tools and using the user feedback for improving the usability of these tools,
-contribute to improved marketability of e-learning tools by involving new groups of potential users and providers in development processes.

The focus is on non-profit organizations, which offer education and training - such as adult education centers - and on ones, which offer staff in-house trainings. Informal, temporary organizations are not included here, so as non-profit organizations in the service of companies and industry - such as chambers of commerce - because these are a target group for the two NoE.

The chosen target groups are complementary to those targets of KALEIDOSCOPE and PROLEARN which hare are companies, industry and their representatives and scientific communities.

PARCEL is organized in six work packages, of which some run in parallel and others in sequence:
1. Management;
2. Definition & selection: this aims at the discussing, categorizing and pre-selecting of e-learning tools, which could be useful for specific non-profit organizations and therefore chosen for feedback rounds;
3. Introduction to: it aims at making the selected tools known to non-profit organizations, which are potential providers or users of e-learning;
4. Feedback rounds & roundtables: it produces knowledge about experience from testing selected e-learning tools by a limited number of organizations;
5. Follow-up: it brings together the results from the feedback rounds and from the roundtables. Bringing together the results will allow a broader picture to emerge concerning experiences with and expectations of the selected e-learning tools
6. Dissemination.
 
Partners
The Science shop of Vienna is coordinating the Parcel project. The other partners are: the Centre for Social Innovation – CSI, Austrian, the Centre of Information Society Technologies, Sofia University, Bulgaria and the PREDIKA s.r.o., Czech Republic.
The communication activities are context-sensitive, participatory and gender-sensitive; they will take place in Ostrava, Czech Republic, and Vienna, Austria. The activities in the Czech Republic provide an important added value for dissemination, because the Czech Republic is neither in the PROLEARN, nor in the KALEIDOSCOPE consortium represented.

Parcel is a 27 month project started in June 2005, founded by the European Commission.
