eMature schools in Europe: more efforts needed
Schools in Europe have now got unprecedented access to ICT tools to support teaching and learning. However, research indicates that many educational institutions fail to make full use of their ICT facilities, while at the same time ICT still has the potential for a positive impact on education systems. A report published by European Schoolnet, "eMature schools in Europe", highlights the need for schools to reach a point of maturity in their use of ICT ("eMaturity"), and to ensure that Ministries of Education and all other stakeholders reap the benefits of massive investments in infrastructure, training and maintenance. European Schoolnet provides key features needed in education systems and schools as well actions and services to head towards eMaturity.
The study underlines a generally positive impact of ICT both on learning outcomes and pedagogy, although there is still a clear need to bring more teachers, and the schools they are working in, to a state of high skills in using ICT. In fact the ultimate goal of ICT is to bring all schools to a state of eMaturity. Therefore, the educational system is key in facilitating the achievement of eMaturity at all levels of education. An eMature educational system must be:
  • learner-centred;
  • inclusive and egalitarian;
  • responsive to societal needs and promoting active citizenship;
  • flexibility to permit variety of access and location.


European Schoolnet aims to support Ministries of Education in facilitating the eMature educational system by a set of three main actions:
  • provision of a portal for ICT in education policy and practice;
  • coordination of the Policy Innovation Committee;
  • organisation of the annual EMINENT conference.


To assess whether schools are eMature European Schoolnet proposes a method based on the results of the P2P research project. The framework consists of eight key areas, including:
  • leadership;
  • infrastructure and resources;
  • curriculum planning;
  • quality assurance and improvement;
  • administrative use;
  • standards of teaching and learning (i.e. motivation among pupils, use of portfolios, national testing, etc.).


European Schoolnet provides as well a number of services to schools to help them achieve eMaturity, namely:
  • project focused innovative school activities based on ICT;
  • training workshops;
  • practice examples and guides;
  • digital learning resources.
